Taiwan has entered into an aging society and the population of seniors with age of 65 or above will become 14% of the entire population shortly. The government not only instills people with new concepts toward aging society, but also teaches the seniors how to treat the issue of aging by encouraging them to participate in continue learning. “Healthy aging” is the primary goal of the aging society. Since many countries have started to pay much attention on the topic of “senior’s continuing learning”, National Chung Cheng University also establishes an Aging and Education Research Center (A.E.R.C) in response to meet the challenges of social change and create a successful aging society.

   Nowadays, there are several colleges that focus and promote the study of “Adult Education” such as National Taiwan Normal University, Kaohsiung Normal University, Jinan University, Hsuan Chuang University, and Chung Cheng University. All these colleges mention above often come together to exchange and discuss their ideas and findings. Since March, 2006, professors and scholars from these schools start to cooperate with one another in order to develop a more systematic and comprehensive senior learning network. Finally, in February, 2007, a thorough proposal on the matter of aging society has been published.

   Due to the low birthrate, the population of seniors is growing faster than before; therefore, the issue of aging society has become a popular topic among countries. Our team also develops a proposal on the study of senior and adult education based on the “Elder Education Policy White Paper” which is published by the Ministry of Education in October, 2006.

   Due to the variety of seniors, there needs more professional institutes and empirical researches in order to reach the international standard on the matter of senior education. According to the research from the past 30 years, we find out that the types of senior participants are somewhat similar: mostly are younger, obtain higher education, and have a more professional job. The senior learning institute also discovers that the chance for seniors to repeat the course is pretty high; moreover, seniors’ backgrounds differences also affect the course contents and their desire to participate in learning. Taiwanese seniors’ learning courses tend to be similar and lack of innovations. It has become a challenge to serve the seniors due to the seniors’ physical, psychological, and other characteristics. In order to promote the senior education programs effectively, we need to establish a more professional training institute, and explore more empirical evidences and theories; therefore, our senior learning program can reach the international standard in one day.

   Our center has two main missions: first of all, engage in related research of elder education and healthy aging; second of all, train the human resources to promote the elder education. Our projects are supported by educational and medical researchers, retired scholars, volunteers, and other non-profit organizations. Researching is our primary mission; however, promoting our center’s mission to improve our seniors’ living conditions is also why we establish the center.  

   In order to implement “Elder Education Policy White Paper” and to promote elder education, it is necessary to establish a well-organized and comprehensive system. Therefore, our team establishes A.E.R.C to be the headquarters of the elder educational research, project, and promotion. We, the headquarters of the A.E.R.C. will develop elder’s educational curriculums and materials; moreover, we will train the promoters of elder education to direct and consult the sub-centers. Starting with the southwestern Taiwan areas (Yunlin, Chiayi and Tainan regions), we promote elder learning activities, establish the model of elder education, and extend the model of elder education to other parts of Taiwan gradually; as a result, the vision of healthy aging society will be realized.

   Our center’s goal is to develop a well-organized system for the elder’s education, personnel training, and researching network. The center will also create an innovated and creative system of learning for the elders, so that the elder’s education will be valued and considered. In order to accomplish our goal and mission, it is significant to implement the following five points:
